A seminar held to increase investment flows between Japan and the UK, based on the Memorandun of Understanding signed by the Tokyo Metropolitan Government and the City of London Corporation in December 2017 and revised in September 2025.

Ironmongers’ Hall

Ironmongers’ Hall is a Grade II listed neo-Jacobean Livery Hall, built following irreparable damage to the Company’s previous hall during a daylight raid by German Gotha bombers in World War I. The Hall has been home to the Ironmongers for 100 years, celebrating its centenary in 2025. It survived an especially ferocious bombing on the night of 29 December 1940, which destroyed 17 livery halls and many other buildings in the City. The Hall is host to a number of treasures, most notably the original William Morris tapestry wall coverings in the Drawing Room (modelled on hangings in Morris’ own home) and a portrait of Samuel, 1st Viscount Hood on the upper landing, painted by Thomas Gainsborough in 1784.

Biography

Masayuki Sato joined the Financial Services Agency of Japan in 2005 and has been engaged in a wide range of policy areas, including international financial regulatory reforms, tax policy related to the financial sector, financial education, and the supervision and inspection of major banks.

He currently serves as Director for International Financial Center at the JFSA, where he leads efforts to promote Japan as a global financial hub.

Mr. Sato also served at the Bank of Japan from 2011 to 2013 and at the municipal government of Minamisatsuma City from 2015 to 2017. He holds a Master’s degree in Economics from the University of Ottawa and a Bachelor’s degree in Economics from Keio University.

Biography

Laura Dawes is Director of Authorisations at the Financial Conduct Authority, where she leads the Authorisations division the FCA’s gateway for firms entering UK financial markets. She leads authorisations across a range of sectors—including wholesale markets and asset management —and oversees the teams granting waivers, rule modifications and change in control. Laura is also responsible for the FCA’s early and high-growth oversight function, supporting firms new to authorisation and led the launch of the Scale-up Unit to support rapidly scaling firms navigate regulatory processes. Laura and her team also support the Office for Investment : Financial Services for firms looking to start up or invest in the UK and are leading the FCA’s work on the recently announced provisional licence regime.

Mari Nakamura joined Nomura Asset Management Co., Ltd. (NAM) in 2007 as an account
manager, focusing on product distribution for Japanese institutional clients, including pension
funds and endowments.
In 2018, she joined the Overseas Business Strategy Dept. where she held managerial positions
involved in planning and support activities for NAM’s overseas registered funds and institutional
client business. Mari was subsequently appointed Head of the International Business
Management Dept. in 2020, and thereafter Head of the Advisory Fund Management Dept. in

In 2024, she was promoted to Senior Managing Director, overseeing the Alternative &
Advisory Investment Management Unit.
Effective from April 1, 2025, Mari will commence her role as Senior Managing Director, Global
Business Unit, NAM, and Chief Executive Officer of Nomura Asset Management U.K. Limited.
In addition to her managerial responsibilities, Mari has led NAM’s in-house Women’s
Empowerment project and has been a board member at the Asset Management Women’s Forum,
which promotes the empowerment of female managers and staff within the Japanese asset
management industry since May 2022 till March 2024.
She graduated from Sophia University, Tokyo, Japan and holds the CMA qualification.

Biography

Matt joined Foresight in 2015 and is a Partner based in our London office. He has 28 years’ experience as fund manager, investor, and advisor in infrastructure and real assets. Matt has worked across most of Foresight’s funds and currently manages ITS, a £1.8b diversified real asset portfolio investing across the energy transition, digital infrastructure, forestry and natural capital, private equity and credit, sustainable transport, hydrogen, and sustainable food systems. Matt heads Foresight’s business development activity which seeks to enhance the firm’s growth through organic or inorganic means. He leads on developing new investment products for Foresight’s diverse range of investors. Matt has also led transactions where Foresight has acquired other fund managers and integrated them into Foresight’s team.

Prior to Foresight, Matt worked predominantly at Macquarie where he focused on infrastructure and renewable energy advisory, investing, and lending across Europe. He also had his own independent renewable energy fund management business for four years.

Nicola Watkinson leads TheCityUK’s International team, which provides unique insight and deep expertise into the markets and trade relationships underpinning the UK’s success as a leading global financial centre.

Prior to joining TheCityUK, Nicola was General Manager, The Americas, for the Australian Trade and Investment Commission and Deputy Consul General in New York, where she led a 90-strong team based across North and South America and managed five consulates.

She has previously held senior positions across Asia, Europe and Australia leading international business development for the Australian Government. This includes her roles as Minister Commercial and Senior Trade & Investment Commissioner, South Asia, in New Delhi, Consul General and Senior Trade & Investment Commissioner, Western Europe, in Frankfurt and Global Manager, Investment, in Melbourne. Nicola was the Global Champion for Diversity & Inclusion and sponsored the organisation’s Capability Development. She is a regular presenter on trade and investment policy at academic institutions.

Liz is Nest’s Chief Investment Officer, helping to develop Nest’s investment proposition and manage its strategic allocation across asset classes.

Prior to joining Nest, Liz was Head of Equities at the Universities Superannuation Scheme and had ExCo responsibility for the Responsible Investment activities. Liz started her career as part of the portfolio management team at Lloyds Investment Managers before spending 25 years at USS. She’s also an Investment Advisor to the British Coal Staff Superannuation Scheme’s Investment Sub-committee.

Liz holds an MA degree in Philosophy Politics and Economics from Oxford University, as well as an ASIP qualification from CFA UK. She has passed CFA’s Investing in ESG Certificate.

Takuya Yamada joined Mizuho Financial Group in 1997 and has over 10 years’ asset management business and over 15 years’ global business experience, worked across in Tokyo, New York, Atlanta and London. He holds a bachelor’s degree in Faculty of Law from Keio University and MBA from Manchester Business School, University of Manchester.

Biography

As Policy Chairman, Chris steers the development and delivery of the City Corporation’s priorities through the work of the Policy and Resources Committee which oversees the provision of local government services for our 8,600 residents and over 600,000 workers based in the Square Mile. Beyond our remit for financial and professional services, the City Corporation is the UK’s fourth biggest funder of culture, is the primary sponsor of the renowned Guildhall School of Music and Drama, is principal supporter of the Barbican Centre, Europe’s largest cultural space, and is leading the £397 million redevelopment of the London Museum.

In a career spanning more than four decades, Chris has founded, led, and expanded companies across the UK and globally in a range of industries – including aviation, publishing, B2B business development and construction. He has balanced his professional responsibilities with a commitment to public service, engaging in British politics at both the local and national level since early adulthood. He is a former Deputy Leader of Hertfordshire and Dorset County Councils and was first elected to Common Council of the City of London Corporation in March 2013.

He has previously served as Chairman of the City Corporation’s Planning & Transportation Committee and as Sheriff of the City of London from 2019 – 2021. He continues to serve as a Non-Executive Director working with companies focused on property, infrastructure, civil-engineering, and planning.

英国金融行動監視機構（FCA）の認可部門ダイレクター。ドーズ氏率いる同部門は、英国金融市場に参入する企業がFCAから認可を取得する際の窓口で、対象セクターはホールセール市場や資産運用など多岐にわたる。同氏は権利放棄、規則の修正、支配権変更の承認を担当するチームを監督。また、認可取得の経験が浅い企業を支援する役割を果たすFCAの「Early and High Growth Oversight」の責任者も担当。過去には、急速に事業を拡大する企業が規制に円滑に対処できるよう支援する部門「Scale-up Unit」の立ち上げを主導。同氏のチームは、英国内で起業や投資を検討している企業を支援する「Office for Investment: Financial Services」にも関与しており、最近発表された暫定認可制度（provisional licence regime）に関するFCAの取り組みも主導している。

2025年11月7日、第697代ロード・メイヤーに選出。シティ・オブ・ロンドンの歴史上3人目の女性市長となり、初めて「レディ・メイヤー」の称号を使用。

ギャラガーUK（英国の大手保険仲介サービス会社）の会長、UKAR（金融危機時に経営破綻したノーザン・ロック・アセット・マネジメント、ブラッドフォード・アンド・ビングリー、モーゲージ・エクスプレスの政府所有事業の清算を管理するために2010年に設立された組織）のシニア・インディペンデント・ディレクターを務める。それ以前は、内務省の筆頭非業務執行取締役、マクミラン・キャンサー・サポート（がん患者とその介護者や家族などを支える英国最大規模の慈善団体）の評議員、国際通商省（DIT）の金融・専門サービス部門CEO、ロイズ・オブ・ロンドンの北米・市場開発担当エグゼクティブ・ディレクター、ロイズ・アジアの取締役、ロイズ・ジャパンの会長を務め、さらにその前は保険業界の複数の企業で取締役を歴任。保険業界に入る前は、プライスウォーターハウスクーパースでFTSE100企業を多数担当するプリンシパル・コンサルタントを務めた。

英国政府が設立したGovernment Women’s Business Council（女性ビジネス協議会）の創設メンバーであり、過去にはロンドン保険協会（IIL）会長賞、「FS Women in the City Achievement Award」（金融サービス業界で顕著な成果を上げた女性に贈られる賞）を受賞したほか、「Women to Watch」（注目すべき女性を国際社会に紹介するプログラム）、「Leading Women in Reinsurance」（再保険業界をリードする女性）、「Top 20 Inspirational City Women」（シティで最もインスピレーションを与える20人の女性）に選出。ロンドンのイーストエンドで生まれ、社会的流動性の向上に熱心に取り組み、慈善活動やメンタリングの分野でも数多くの役割を果たしている。2015年にビジネス界における女性への貢献が認められて大英帝国勲位（OBE）を、2023年には金融サービス業界に対する公務が認められて大英勲章第2位（DBE）を受章。サウサンプトン大学で理学士（優等学位）を修了し、2003年にゲイリー・ラングレー氏と結婚。シティ・オブ・ロンドンの保険業者組合と呉服商業者組合の組合員で、金細工師組合のフリーマン（シティ・オブ・ロンドンが授与する名誉会員）でもある。シティ・オブ・ロンドン、アルドゲート区の参事会議員であり、シティ・オブ・ロンドンのシェリフを2023年から2024年まで務めた。

TheCityUK（英国の金融サービスおよび関連プロフェッショナルサービス業界団体）のインターナショナル・チームの責任者。同チームは、世界有数の金融センターとしての英国の成功を支えてきた英国の金融市場と貿易関係に関する独自の洞察と深い専門知識を提供している。

TheCityUK勤務以前は、オーストラリア貿易投資促進庁（オーストレード）の米州担当ゼネラル・マネージャーを経て、ニューヨーク駐在副総領事を務め、北南米各国で勤務する計90名体制の有能なチームを主導、5つの領事館を管理した。

それ以前はアジア、欧州、オーストラリアで上級職を務め、オーストラリア政府の国際事業開発を主導。主な職責は、ニューデリーでの公使（商務）兼南アジア上席貿易投資局長、フランクフルトでの総領事兼西欧上席貿易投資局長、メルボルンでの投資担当グローバル・マネージャーなど。また、Global Champion for Diversity & Inclusion（ダイバーシティ＆インクルージョンのグローバルチャンピオン）に選出され、オーストレードによる人材能力開発を支援。現在、複数の学術機関で貿易投資政策に関する講演を定期的に行っている。

英国投資協会の副最高経営責任者として、貿易・投資に係る政策立案、財務・運用、会員・企業部門を担当。

かつて同協会のCOOを4年間務め、過去には英国の買収・合併規制機関であるThe Takeover Panelや法律事務所でも同様の役職に勤務した経験がある。

平成17年4月金融庁入庁。総務省、日本銀行、鹿児島県南さつま市などにおける業務を経験したほか、金融庁ではG20やFSBにおける世界金融危機後の国際的な金融規制改革に関わる。平成30年より金融庁総合政策課において、税制改正、国際金融センター、金融リテラシーなど、インベストメントチェーンの強化に関する企画・立案を担当。その後、大手銀行のモニタリングなどを担当し、令和7年7月から、同じく総合政策課において、金融・資産運用特区や拠点サポートオフィスなどに従事。
